On October 20, the Ministry of Culture, Sports and Tourism issued temporary guidance on the implementation of Resolution No. 128 / NQ-CP of the Government on temporary regulations for safe adaptation, flexibility and control effectiveness of COVID-19 in the field of culture and sports. and tourist activities.
According to Resolution 128, the four pandemic risk levels are as follows: Level 1: low risk (new normal) – labeled in green; Level 2: medium risk – labeled in yellow; Level 3: high risk – labeled orange; and Level 4: very high risk – labeled in red.
Based on the guidance from the Ministry of Health, it is the responsibility of provinces and cities to raise or lower their COVID-19 risk level. If they raise the pandemic risk assessment, local authorities will notify residents and businesses at least 48 hours in advance.
Many localities are open to welcome tourists
Based on the epidemic situation and vaccination rate, localities may limit the number of participants and the scope of activities. Priority will be given to those who have had two doses of the vaccine, along with those who have recovered from COVID-19.
For localities with risk level 3, activities will be organized with the participation of less than 25 people at tourist attractions and indoor gathering events. Tourist accommodation establishments, food service establishments in tourism business establishments may only operate at a time not exceeding 50% of their capacity.
Means of transport of passengers must not use more than 50% of the seats; services with high risk of infection such as discos, karaoke, massage, bars, internet, video games, hairdressing, spa and other services shall comply with regulations of the People’s Committees of provinces and cities.

Tourist accommodation establishments that receive quarantined guests at the request of competent authorities must fully comply with the requirements of epidemic prevention and control of local health authorities. Tourist accommodation establishments that are serving guests over 50% of their capacity do not welcome new guests.
For localities with risk level 4, activities will be organized with the participation of less than 20 people at tourist attractions and indoor gathering events; Tour programs are not allowed. Tourist accommodation establishments that are serving guests over 30% of their capacity do not welcome new guests.
Visitors comply with regulations 5k
Tourists using services and people coming to contact and work with tourism businesses must comply with: 5K message; prescribed medical declaration or QR code scanning; regulations of the National Steering Committee for COVID-19 Prevention and Control, the Ministry of Health, regulations of tourism business establishments; and medical tests as prescribed.
